I am directed to refer to Mr. Cowell's letter of
the 9th November (33849/1934) and to say that the arrange-
ments proposed for Mr. Burney's visit to Hong Kong appear
to the Board to be entirely satisfactory and they understand
that they are acceptable to Mr. Burney.
In order to preserve Mr. Burney's status as a
pensionable Civil Servant during his period of absence it
will be necessary for the Board to continue to pay him his
normal salary direct, such payment being recovered
subsequently by the Board from the Hong Kong Government
together with a further payment in respect of pension
liability representing 20 per cent. of his salary for the
period.
Mr. Burney's salary is at present at the rate of
